This cute bald guy is Po, an NPC found in the Bamboo village of Life Mode. He can be found by traveling to the bamboo village and then going right once. You can see here his favorite 4-star gift is Bonsai Tree. Some people might say that his appearance is pretty close to the look of Aang from the Avatar: The Last Airbender series.
