Dog Man Dr. Scum

Dr. Scum is a green-skinned scientist with evil intentions from the Dog Man universe. He created the company Robo-Time Industries, where he developed numerous evil robots, which was supposed to help with his cruel plans. This character appears as the main bad guy in Dog Man: For Whom the Ball Rolls, when he tries to use Dog Man as a weapon against Lil' Petey, but fails and runs away from the city.
